Shin Megami Tensei 5‘s second area, Shinagawa, is a step-up in difficulty from Minato in practically every way. One area where it remains fairly consistent, however, is in its Punishing Foes. Each one of these monstrous demons is capable of wiping you from the face of Da’at, and should probably be avoided.
That being said, killing them comes with a bunch of rewards and benefits, so marking them on your map and coming back later is a great way to gain a bit of a power boost. As these are pretty close to being bosses, you will want to prepare yourself for each encounter.
Where To Find Minato’s Punishing Foes
Shinagawa has SEVEN Punishing Foes roaming its wilderness and hiding in dark corners. They vary in strength, but most of them are mid-late game encounters that should be avoided when first spotted.

Kumbhanda can be found west of the Mitatebashi Leyline and is part of the ‘Kumbhanda’s Bottle’ Side Quest. Kumbhanda can probably be fought when you first bump into him, but it will likely be quite the scrap. He is proficient in Physical, Dark, and Ailment-based skills, although his actual move set doesn’t always represent this.
Kumbhanda will mostly use Physical attacks like Dark Sword, and Force attacks which he lacks Potentials in. For this fight, you will want to make sure you are covering up any Force weaknesses, slap Physical resistances on Nahobino, and try and strike his Electric weakness for bonus turns. If Dark Sword procs Seal, remove it ASAP as you will be unable to use skills whilst the ailment is active.

Thunderbird can be found flying around the south of the Container Yard Leyline. It’s unlikely you will be strong enough to face Thunderbird when you first bump into it, but you will be more than capable before you leave Shinagawa. As the name implies, Thunderbird is a potent Electric caster and has access to both single target and AoE Electric spells. Thunderbird can also use Force magic and can stack Accuracy debuffs making it hard to hit. Counter with Accuracy buffs.
Thunderbird is weak to Force, so try and leverage that for some bonus turns. Thunderbird is almost entirely Electric-based, so bringing some Electric Dampers or Demons with Block can turn this fight into a cakewalk.

Loki is incredibly dangerous – but can be taken down when you first meet him. He can be found southwest of the Fairy Village Leyline – across the broken bridge and is linked to the ‘A Goddess Stolen’ Side Quest. Loki is a powerful magic user, coming in with a whopping 60 Magic stat and Potentials in Fire, Ice, Electric, and Force. Loki lacks AoE spells outside Mabufula, however.
Taking Loki down is rather tricky. His skillset means he can slap you where it hurts, no matter the weakness. You want to try and bring Demons who are weak to no base element, whilst also striking his Light weakness. Nahobino will want to follow suit with his resistances too. You could also run a tanky demon with Taunt – providing they don’t have any weaknesses to base elemental magic.

Zouchouten can be found southeast of the Fairy Village Leyline. He is defeatable on sight partially down to his level, but also due to a lack of bite in his Potentials and move set. His most threatening attack is Fatal Sword which has a high chance of landing a critical hit. This is especially dangerous if Zouchouten used Charge beforehand.
Defeating Zouchouten is as simple as targeting his Force weakness, giving Nahobino Physical resistance, and avoiding demons with Electric weaknesses. Zouchouten only has access to one Electric attack, but you don’t want to hand over free turns. You could consider debuffing his attack to counter Tarukaja.

Zouchouten will also reappear in the same location during the ‘Lord’s Sword’ quest chain. This version is level 65, and more dangerous. Not only does he have access to more Lightning attacks, but his Physical attacks are also more potent, can do AoE damage, and inflict Sleep. The same strategy applies when it comes to beating him – he’s just a smidgen harder overall.

Girimekhala can be found east of the Mitatebashi Leyline. He is also part of the ‘An Unusual Forecast’ Side Quest. Girimekhala is pretty easy to grasp as he is almost entirely focused on Physical attacks. That being said, Girimekhala can also threaten demons with Dark weaknesses thanks to Mamudoon. Finally, Tentarafoo can mess up your day if it lands on multiple party members at once.
Girimekhala is weak to Lightning, Force, and Light, but reflects Physical. Slap Physical resistance onto Nahobino and use the appropriate magic-based demons to take him out. Girimekhala can do serious damage, so make sure to keep the party topped up with healing and maybe even defensive buffs. You could also bring Physical Dampers.

Amanozako can only be fought during a Full Moon and can be found east of the Konan 3rd Block Leyline. Amanozako is likely to be beyond your capabilities when you first journey through Shinagawa. Her main gimmick is doing AoE Electric and Force damage and healing. Attacking her with Physical attacks can also lead to a counterattack that lowers your Attack stat too. Finally, Makarakarn reflects magic back at your party making Amanozako rather tricky to deal with.
Amanozako can also heal herself during this fight with Diarama, and cause mass Confusion with Tentarafoo. Both of these can drastically increase the length of the fight – which you don’t want.
She is weak to Fire and Ice making her fairly easy to exploit. You will want to avoid Physical attacks, but Almighty attacks like Sakanagi work wonders. Demons who block Electric or Force are fantastic in this fight, as are Dampers.

Arahabaki can be found northwest of the Fairy Village Leyline and is part of The Ancient Guardian Side Quest. Arahabaki is incredibly dangerous and can wipe an unprepared party with relative ease. Not only does Arahabaki have great stats, but it also has Potentials in Almighty. Arahabaki’s game plan is to cast Donum Magici on itself and then use Megidola to deal staggering amounts of damage to your party.
Arahabaki also has access to Debilitate which lowers your entire party’s stats by one rank, making you much easier to kill, and Arahabaki much harder to deal with. Thankfully, Arahabaki is weak to Fire, Ice, Electric, and Force, allowing you to easily wrack up the bonus turns. Be warned, it blocks Physical damage.
You will want tanky demons who can use the base elements, as well as strong support demons who can heal and remove debuffs. Arahabaki is no pushover.
